Yes. A flight landing at 8 PM reaches Anda at about 11 PM, so let your resort know. Pickups before 5 AM or after 9 PM add ₱500. Some guests stay the first night in Panglao and drive to Anda the next morning, which also gives you the coast road in daylight.
It's possible but tiring: about 2 hours 50 minutes each way leaves about 2 hours in Anda within an 8-hour van hire (₱5,500). A one-way transfer and a night or two in Anda is the better plan.
